I think the overheard remark can be translated to "DC isn't New York."
It's anecdotal, but my experience has typically been that when people make such statements regarding the character of DC, it's done so out of some sense of frustration that DC isn't what they are looking for. DC is not, never has been, and never will be a "New York" type of city. And for many of us living here, that's perfectly fine.
I think the comment translates to: "I see all these people around but I haven't gotten a handle on how I am supposed to think about them." My recommendation: get to know more of them and reserve your expectations for self-improvement.

Sounds like somebody who doesn't know that DC is a transiet place and it's identity is defined by the many different people who come and go.
Personally, for me, DC doesn't need a fixed identity. That's just stupid.
